Enterprise Master Person Index Engineer III

Assesses the current state of the Novant Health EMPI eco-system for improvement opportunities. Works within and beyond area of control to implement improvement approaches. Engages with team to quantify and articulate the business impact of issues. Analyzes business requirements and translates to technical requirements. Collaborates with Enterprise Architects, Data Platform Integration, other teams, and third-party vendors. Applies expert knowledge to analyze, evaluate, and architect and develop possible solutions; and presents recommendations to DPS management and business stakeholders. Solutions architecture comprises end-to-end processes, including the application and integration of data quality rules, EMPI processes and user interfaces, and the delivery of master person index records to consumer layers and downstream systems through the use of APIs and other technology. Shares knowledge and provides mentoring to other team members. Configures the EMPI solution per requirement, following standards and design patterns, applying defensive programming for any code that is needed for extending the solution. Applies strong problem-solving skills to address complex technical issues around the EMPI solution, and liaisons with vendors to diagnose and resolve potential defects. Works with Business Analysts and subject matter experts on processes to enable and ensure data quality within the EMPI product. Develops and optimizes match algorithms. Tunes EMPI configurations and matching algorithms to meet SLAs for downstream and upstream systems. Develops and optimizes match algorithms. Develops, monitors, and supports data quality and matched record exceptions workflows. Assists in the support of other patient matching processes within the organization. Implements best practices following policies, change management practices and procedures. • Education: 4 Year / Bachelors Degree in Computer Science, Required. 
  
• Experience: Five years data integrity related role with, expert understanding of enterprise patient identifiers and management of identifiers from multiple sources and experience with Microsoft SQL, Python, and object-oriented languages, such as C#., Required.
• Additional Skills (required):
  • Ability to work under deadlines and heavy workloads with minimal supervision.
  • Ability to translate business needs into technical solutions. Values and encourages team collaboration.
  • Possesses a thorough understanding of business and technology disciplines.
  • Expert knowledge of end-to-end processes and best practices for producing a trusted master person index.
  • Ability to provide EMPI solution architecture, including the integration with downstream sources through APIs and other technology.
  • Expertise in match and merge development tasks and best practices.
  • Strong experience in producing a Master Person Index.
  • Perform research, data collection, quality assurance, analysis and problem solving.
  • Utilization of change management processes and agile methodology.
• Additional Skills (preferred):
  • Experience with development and best practices using Verato.
  • Experience with patient matching configurations within an EMR, such as Epic.
  • Integrating data with Microsoft Azure.
  • Understanding of agile framework and methodology
